The Ministry of Industry and Information Technology new rules: smart phones need to provide the function of uninstalling pre-installed applications

On February 16, 2022, the Ministry of Industry and Information Technology (MIIT) issued the opinion of “Notice on Further Regulating the Pre-Installed Behavior of Mobile Smartphone Applications”. The MIIT said that it is drafting regulations on the issue of pre-installed applications on smartphones that cannot be uninstalled now, and that smartphone manufacturers will need to provide methods for uninstalling their own built-in applications in the future, and that some important system applications certainly cannot be uninstalled indiscriminately. Obviously, the regulations are mainly introduced for Android phones, because as early as the beginning of the iOS14 era, Apple’s devices provide their own application uninstallation options.

The Ministry of Industry and Information Technology points out that all self-contained applications should provide an uninstallation portal, except for the following types of applications.

1, the basic components of the operating system: system settings, file management.

2, applications to ensure the normal operation of intelligent terminal hardware: multimedia recording.

3、Basic communication applications: telephone, SMS, address book, browser.

4、Application download channel: application store.
